Himachal Pradesh is poised to take a significant step in India’s evolving cannabis industry, as the state government has recently approved the regulation of cannabis cultivation for both medical and industrial purposes. With favourable climatic conditions and a strategic collaboration with leading agricultural universities, the state is embarking on a controlled pilot project to transform its agricultural landscape. This move marks a new chapter in the cannabis sector, one that blends innovation with tradition.
Himachal Pradesh Approves Cannabis Cultivation
Himachal Pradesh is set to become the third state in India, after Uttarakhand and Madhya Pradesh, to regulate cannabis cultivation for both industrial and medical purposes. Regions like Kullu, Manali, Mandi, Chamba, Shimla, and Sirmaur, with their favourable climate, are naturally suited for cultivating both agro and cannabis plants, making them ideal for such ventures. The state cabinet gave its approval for this initiative yesterday.
To manage the cultivation of cannabis, the cabinet has tasked the revenue department with implementing a controlled cultivation plan, starting with a pilot program. This project will be carried out in collaboration with Chaudhary Sarwan Kumar Krishi Vishvavidyalaya in Palampur (Kangra district) and Dr YS Parmar University in Nauni (Solan district). The success of this initiative could potentially open up new avenues for economic growth, employment, and research in the state.

India’s 6-Month Deadline for Cannabis Guidelines and Seed Banks
According to India Today, a timeframe of 6 months has been issued to the department in order to prepare the relevant guidelines and standard operating procedures (SOPs), which include the determination of the best and most appropriate cannabis species for the pharmaceutical industry. In addition, seed banks are to be set up by the department for farmers who will be licensed for cultivation, ensuring that the seeds supplied qualify with low narcotic content.
