The CBI investigation was conducted into alleged anomalies in the execution of the now-cancelled Excise Policy 2021–2022.

The Excise department also suggested that Delhiites should purchase alcohol from the national capital. This is because the national capital shares a porous border with the neighbouring states. However, it will be considered illicit liquor if they carry more than one bottle across the border.
