Healthcare professionals in the UAE now have an easier path to working across emirates, thanks to a new Ministry of Health and Prevention Zero Bureaucracy service that speeds up licence transfers between the Dubai Health Authority (DHA) and the Department of Health – Abu Dhabi (DOH). The big change? No more reassessments. Doctors, nurses, and other specialists can now switch jurisdictions without jumping through the same hoops twice.

This update comes as part of the Ministry’s “Zero Bureaucracy” Program, now in its second phase aimed at cutting red tape and improving everyday life by stripping away unnecessary steps in government processes.
Licensing, Without The Waiting Game
The program’s first phase had already trimmed the number of licensing and accreditation services for healthcare workers and facilities from 32 down to 16. The focus was speed and simplicity. In this next phase, the Ministry has reworked procedures to save applicants both time and money. Fewer forms, fewer repeated steps, and better-connected digital systems. For many, that means results in days rather than weeks, and a lot less paper-shuffling.
Half The Steps, A Fraction Of The Paperwork
The Healthcare Professional Evaluation process has seen some of the sharpest cuts. Steps have been slashed by 50%, and document requirements dropped by up to 70%, thanks to automated verification via the DataFlow system. Integrations with platforms like Prometric, payment gateways, and Microsoft Teams have made it possible to shrink approval times from a month to just five days in some cases.
When it comes to professional licensing itself, the menu of services has been slimmed from 17 to just seven, covering everything from issuing or renewing a licence, to transferring one, to licensing visiting physicians. Documentation has been pared back by as much as 77%, and certain tasks can now be completed in under five minutes thanks to connections with other government databases.

Transfers Without The Red Tape
The new licence transfer feature between DHA and DOH. Its easy and streamlined for professionals to switch without redoing evaluations. This move anticipates boost in workforce mobility and allows hospitals and clinics to respond faster to staffing needs in different emirates.
Facilities Benefit, Too
It’s not just individuals who benefit. Healthcare Facility Licensing has been overhauled as well. From cutting procedures from 11 to six and merging smaller processes under a single “Facility Licence Amendment” banner. The Ministry has managed to trim 63% of the steps and a staggering 82% of the required documentation. Integrations with agencies such as the Federal Authority for Identity and Citizenship, the Ministry of Interior, and the Tatmeen platform have automated security checks, meaning approvals that once dragged on for weeks can now happen in a matter of days, sometimes even minutes.
