Flying out of Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA) will soon become costlier for passengers. From May 16, 2025, a revised User Development Fee (UDF) will be implemented for both domestic and international departures. According to the Airports Economic Regulatory Authority of India (AERA), the updated fee structure aims to support the airport’s major infrastructure expansion and development plans while maintaining operational efficiency.

Revised UDF Rates For Domestic And International Passengers

The User Development Fee has been updated for all departing passengers from CSMIA. As reported by Hindustan Times, domestic flyers will be charged ₹175, up from the current ₹120. International passengers will be charged ₹615 in economy class and ₹695 in business class. Previously, they were paying only ₹187. The new rates will come into effect on May 16 and remain in place until March 31, 2026.

This revision marks a significant increase, especially for international passengers. The increase has been approved by AERA after reviewing the proposal submitted by Mumbai International Airport Limited (MIAL). The revised UDF is expected to contribute significantly to funding ongoing and future infrastructure upgrades.

Infrastructure Development Funded Through Increased Fee

CSMIA is undergoing several large-scale infrastructure upgrades, which will be funded by the increased UDF. As per AERA’s review, MIAL plans to invest ₹10,000 crore in upcoming projects. These include the complete redevelopment of Terminal 1, modernisation of Terminal 2, and upgrades to runways and taxiways.

Digitisation and technology-driven improvements are also being planned across the airport. These enhancements are expected to improve passenger movement and reduce congestion. By using the revised UDF, MIAL aims to meet global standards and cater to growing passenger numbers.

Relief For Airlines Through Reduced Operational Charges

While the UDF has been increased, airlines are expected to benefit from reduced operational charges. According to the AERA order, MIAL has proposed a 35% cut in landing and parking charges. These reductions are expected to help airlines manage costs better and maintain competitive fares.

The Yield Per Passenger (YPP) at the airport is projected to rise from ₹285 to ₹332. This 18% increase reflects the higher fee and reduced airline charges combined. These changes aim to ensure continued investment while offering a balanced outcome for both passengers and carriers
