Who Is Eligible For An Instant E-Visa For Saudi Arabia?
As mentioned above, people can now apply for an instant e-visa for Saudi Arabia, if they hold a valid visa for the United Kingdom, the United States of America, and the Schengen area. According to a news report by The Economic Times, this visa is also available for permanent residents from any of the European Union countries. As it happens, the first-degree relatives of permanent residence holders can also be given access to the kingdom through an upon-arrival visa at any of the air, land, or seaports.
So, if you are someone who holds a valid tourism or business visa for the US, the UK, or any one of the Schengen states, you can be granted an exception, given you have used your visa at least once to enter the issuing country.

Does It Grant Permission To Perform Hajj Or Umrah?
However, it should be noted that this visa does not grant the holders the right to perform Hajj or Umrah during the pilgrimage season. According to the Saudi Ministry of Tourism post on Twitter, this has been done to facilitate entry into the kingdom for people who wish to visit and enjoy tourist destinations. As a result, the move comes in line with the kingdom’s effort to boost tourism. Recently, Saudi Arabia also announced a bunch of other rules and regulations regarding its visa policies.
