Emirati employees working in the federal government can now take a sabbatical to chase a different kind of dream. Planning to launch your own business. Yes, it’s you can. The Federal Authority for Government Human Resources (FAHR) is encouraging Emiratis public sector talent to pivot into private ventures by using a sabbatical. But here are three conditions to take note of.
How Can Emiratis Apply For A Sabbatical To Launch Private Ventures?
This move, part of the UAE’s wider push under the “Projects of the 50” strategy, marks a first-of-its-kind leap globally. It’s about economic empowerment, long-term sustainability, and letting national talent lead the charge in building the country’s future.
What Are the Requirements?
The sabbatical for self-employment isn’t a free-for-all. FAHR has laid down three key conditions that federal employees must meet before packing their office desk for a business plan.
- Performance matters – You must have scored at least level 2 in your latest performance evaluation.
- Experience counts – A minimum of five years’ service in either federal or local government roles is essential.
- National service? Check – Either complete your national service or present official proof of exemption or deferral.
If you tick those boxes, you’re in. But there’s more to the process than just eligibility. You’ll need formal approval from your employing federal entity, secure licences for your business, and prove your concept is more than just a side hustle.
What’s The Fine Print For Emiratis To Take A Sabbatical?
This isn’t just a break, it’s an opportunity with perks. Once approved, employees get 50% of their total monthly salary, minus the allowances and bonuses. Not bad for building your legacy. Even better? Pension contributions continue, and the time spent on your business counts towards your total years of service.
From online stores to small start-ups, if your venture is fully licensed or getting there, you’re eligible. You can use the leave to start a business, manage an existing one, or even join as a partner in a fresh commercial enterprise. Just remember, the employer has the final say, and if applications flood in, priority goes to those who best meet all criteria.
Importantly, this opportunity is open to UAE national civil servants employed by federal entities, but not to those working for government-owned companies, part-time staff, or anyone on temporary contracts.

Why This Matters?
Launched as part of FAHR’s third phase of the “Sabbatical for Self-Employment” initiative, the programme speaks directly to the UAE’s larger goal of national empowerment. The nomination process for 2025 kicked off in February, with federal entities reviewing applications and submitting shortlisted candidates. An independent technical committee then conducted interviews to select the final list.
Whether you’re dreaming of launching a cafe, a fintech app, or something wild and wonderful, this sabbatical is your green light.
