Drinking, holding demonstrations and misconduct in the Delhi Metro can now attract heavier fines as the government brings changes under the Jan Vishwas Bill, 2026. Fines are likely to increase compared to before. Anyone found guilty of such acts can land in trouble with the Delhi Metro authorities and may have to pay a much higher penalty. Here’s everything you need to know about the new changes and what fine an offender can face.
Fines To Increase For Drinking & Misconduct In Delhi Metro
Delhi Metro strictly prohibits misconduct and nuisance on metro premises and inside trains. Offenders can be removed, fined, or have their tickets forfeited by the authorities. But according to NDTV, the Centre has now decided to increase the fine amount for such activities. Drinking, holding demonstrations, and walking on tracks in the Delhi Metro will soon attract heavier penalties under the Jan Vishwas Bill, 2026, which was recently introduced in Lok Sabha by Union Minister Jitin Prasada.
The bill proposes changes to the Metro Railways (Operations and Maintenance) Act, 2002, which governs Delhi Metro operations. Anyone found drunk on metro premises will be fined between ₹2,000 and ₹5,000 if the bill clears Parliament. The fine is currently capped at ₹500.

Higher Penalties & Strict Action By Authorities
According to NDTV, the authorities will have the right not just to fine but also to remove the offender from the metro premises. The government has also increased the fine for holding demonstrations on metro trains and stations. Holding sit-in protests or carrying posters can now attract a penalty of ₹10,000. Walking on metro tracks, which currently attracts a fine of ₹500, will be increased up to ₹20,000 once the bill is cleared.
Reportedly, the bill also proposes changes to the Calcutta Metro Railway (Operation and Maintenance) Temporary Provisions Act, 1985, which governs the functioning of Kolkata Metro. Smoking on metro premises, including stations and trains, will attract a fine of ₹2,000. Currently, this fine is capped at ₹250.
