The Food Safety and Standards Authority of India (FSSAI), under the Ministry of Health and Family Welfare, has released a draft notification proposing amendments to the Food Safety and Standards (Packaging) Regulations, 2018, specifically focusing on packaging norms for pan masala. The proposal also recognises the use of established packaging formats such as tin and glass containers, thereby allowing flexibility for manufacturers to adopt packaging solutions best applicable to their operational needs within the framework. As per reports, the draft Food Safety and Standards Amendment Regulations, 2026, also clarify that such packaging material shall be free from plastic, polypropylene, polyester, PVC or any other synthetic polymers, copolymers or laminates. It shall also be free from aluminium foil or metallised layers. The proposal aligns perfectly with the Plastic Waste Management Rules 2016.

The draft amendment is part of FSSAI’s continuous efforts to promote safe, sustainable and eco-friendly packaging practices all over the food sector while taking industry requirements into account and technological viability. Industry representatives and other stakeholders are encouraged to review the draft and provide their feedback, suggestions or concerns within 30 days from the date of publication of the draft. All inputs received will be fully considered before confirmation of the amendment.
FSSAI aims to work in close consultation with all stakeholders to ensure that regulatory measures are valid, practical, science-based and supportive of a stable business environment.
