Karnataka Chief Minister Siddaramaiah announced significant reforms for the state’s film industry during the presentation of his 16th budget. Most notably, movie ticket prices across Karnataka, including in multiplexes, will now be capped at ₹200. The CM also revealed plans to establish a state-operated OTT platform dedicated to promoting Kannada cinema. Karnataka Government Caps Movie Ticket Prices At ₹200
According to an article that was recently published by The Times Of India or the TOI, this initiative comes in response to concerns raised by prominent Kannada filmmakers, including Rakshit Shetty and Rishab Shetty. They were concerned about major streaming platforms’ reluctance to acquire regional content.
The issue was highlighted when Rakshit Shetty’s production house, Paramvah Studio, was compelled to launch its own platform. It was launched in July 2024 to expressly stream its web series ‘Ekam’ after failing to secure distribution deals with established OTT services.
To preserve Karnataka’s cinematic heritage, the government has allocated ₹3 crore for developing both digital and non-digital archives of Kannada films. This archive aims to safeguard works that showcase the state’s rich social, historical and cultural legacy.

New ₹500-Crore Film City To Come Up In Mysuru
In recognition of its economic importance, the cinema sector has been officially granted industry status. This makes it eligible for benefits under the state’s Industrial Policy. This change addresses long-standing demands from film professionals and provides the sector with greater access to governmental support and incentives.
The budget also outlined plans for infrastructure development, including a multiplex complex to be constructed through a Public-Private Partnership model on a 2.5-acre plot owned by the Karnataka Film Academy in Bengaluru’s Nandini Layout.
Additionally, the government has allocated 150 acres to the Department of Information and Public Relations for establishing an international-standard Film City in Mysuru. It is estimated to get an investment of ₹500 crore.
