Dubai Municipality has a new digital face, and it’s not a human being like your typical spokesperson. Meet Saeed, the AI-powered virtual spokesperson by Dubai Municipality, designed to provide updates, explain services and answer questions across the municipality’s digital platforms. He’s already being rolled out online and will likely become a familiar face for residents looking for information.
Dubai Municipality Has A New AI Spokesperson And He Speaks Four Languages
For many people, dealing with government services can sometimes feel confusing. There are forms, announcements, changing rules and lots of information to keep up with. The idea behind Saeed is to make those interactions a little simpler.
Residents Can Talk To Him In Four Different Languages
The virtual spokesperson, Saeed, communicates in Arabic, English, Urdu and Chinese, allowing Dubai Municipality to reach a much wider audience. Also, Saeed isn’t limited to one type of message. He can explain public services, share updates about projects, promote events and support awareness campaigns.
The municipality says the AI avatar relies only on official information, which helps ensure messages stay accurate and consistent wherever they’re shared.
He’s Designed To Feel Familiar To People In The UAE
Saeed was created with Emirati features and appears wearing traditional national dress.
Even the name was chosen carefully. In Arabic, “Saeed” is linked to happiness, which officials felt reflected the role he is expected to play when communicating with the public.
The avatar speaks in Arabic and can adjust the way he talks depending on the topic. A service announcement, for example, may sound different from a public awareness message or a seasonal campaign.

This Is Only The Beginning For Saeed
Right now, residents will mainly see Saeed on social media channels, awareness videos and the municipality’s website.
But bigger plans are already in place.
Dubai Municipality intends to introduce him into Hayakom customer service centres, where he will answer questions in real time and act as a digital front desk throughout the day and night.
The AI assistant will also be used internally. Employees will receive updates, guidance and workplace information through the same system.
