The UAE has expanded its foster care rules, giving foreign residents a real chance to provide a stable home to children of unknown parentage. UAE Expands Foster Care Rules, Allowing More Residents To Support Children In Need
Previously, fostering was open only to Emirati Muslim couples and Emirati Muslim women within a set age range. That barrier is now gone, opening the door to many residents who’ve long hoped to step in and support a child.
Under the new Federal Decree-Law No. 12 of 2025, the UAE now welcomes:
- Married couples of any nationality and religion
- Single women aged 30 and above
As mentioned by Economic Times, officials say the goal is straightforward: stronger child protection, more stability and long-term care options that truly serve a child’s best interests.
Who Can Apply Now?
Here’s the short, clear version of the eligibility rules:
For married couples:
- Both spouses must be at least 25 years old
- They must live together in the UAE
- They must be financially capable
- They must have no convictions involving honour or trust
- They must be in good physical and mental health
- They must commit to respecting the child’s identity and beliefs
For single women:
- Must be 30 or older
- Can be unmarried, divorced or widowed
- Must live in the UAE
- Must be financially able
- Must be in good health
- Must follow any additional rules set by authorities
One thing that hasn’t changed: this is fostering, not adoption. Children under care do not gain inheritance rights, nor can they be added to the guardian’s family lineage.
How Oversight Works Now
This part is new and pretty important. Earlier, authorities could remove a child immediately if they found a violation. Under the updated law, a committee will first recommend corrective steps unless the issue is serious. This would promote stability for the child in a foster family.
