New Saudi fundraising rules could bring tighter controls to donation campaigns, including a proposed ban on using children in fundraising advertisements. The draft framework also seeks to prevent misleading claims and strengthen transparency around donation appeals.

Draft Rules Open For Public Consultation

The National Center for the Non-Profit Sector has published the draft Fundraising Governance Rules on the Istitlaa public consultation platform.

The 18-article proposal covers fundraising licences, advertising campaigns, donation appeals, in-kind contributions and agreements with marketing and advertising providers. Public comments are being accepted until September 10.

Children Could Be Restricted From Fundraising Ads

Under the proposed framework, fundraising advertisements would not be allowed to feature children. Campaigns would also be prohibited from using misleading, exaggerated or inaccurate information.

The draft would further restrict adverts from promising guaranteed rewards or using material that could harm the reputation of charitable work.

Fundraising campaigns would also have to display a QR code connected to the “Donate Safely” service. This would allow people to check whether a campaign has a valid fundraising licence.

More Transparency For Donors

Organisations would be expected to disclose their financial targets, the amount still needed, and any campaign or advertising expenses deducted from donations.

The proposal also includes safeguards for beneficiaries. Their images and stories would need to be handled in a way that protects their dignity and avoids exploiting difficult circumstances.

Organisations would also need consent before using people’s contact details for promotional messages and would have to provide an option to unsubscribe.

Religious Imagery Also Covered

The proposed rules include additional controls around religious sites and symbols. Advertising campaigns would face restrictions on using the names of the Two Holy Mosques, sacred symbols and images of the Holy Kaaba.
