The new structure establishes specific offences and fines, particularly against regular offenders. As the number of visitors increases during Hajj, officials desire to have equal quality of all forms of accommodation, including luxury hotels and temporary accommodations.

Here the regulations become stringent. If a business repeats an offence, the punishment is increased. It can be doubled if the prior fine was less. If the minimum fine is greater than it was previously, the higher amount will apply.

This suggests that authorities will not ignore violations related to previous breaches simply because the season has ended.
Shutting Down And Revocation Of Licence On The Table
Fines are not the only part of the story. Recurrent infractions may result in the temporary shutdown or suspension of licences during Hajj. The repercussions build up rapidly in the face of businesses that violate the rules several times.
A third offence would be to lose the licence altogether. This is a powerful message: either conform to the standards or resign.
Varied Regulations Of Various Companies
Not all establishments are treated the same. There are five categories of hospitality providers, starting with five-star hotels and then smaller or temporary accommodation units. Punishments are proportional to size. Large operators pay the full fine while microbusinesses pay 25% of the standard fine. There is a middle ground between small and medium businesses.
In Mecca and Medina, the fines are between SR2,000 and SR14,000. Fines may go up to SR50,000, as well as a potential shutdown until compliance is achieved, in the case of temporary Hajj accommodation.
