Dubai is stepping up its game once again, and this time with something that hits closer to home: civility. Dubai has just rolled out a set of ‘civilisation indicators’, which is a fancy but meaningful way to measure how Dubai looks, feels, and behaves as a global city.
The Five Dimensions Of Dubai’s Civilisation Indicators
The committee aims to build a city where order, respect, and high standards prevail, where architectural beauty, urban harmony and civility are reflected in every detail of daily life.

According to a report by The Gulf News, first up is Urban Aesthetic Indicator. This one’s about architectural harmony and visual appeal. This indicator is beyond the architectural design of the towers in the city. It was invented to ensure that every building, park, and boulevard is aligned with the Dubai Urban Plan 2040.
Then comes the Public Cleanliness Indicator. We all know and can clearly observe the high cleanliness standards set = in the region. Basically, this indicator will be put in place for the maintenance of those standards. It’s quite important to preserve spotless streets and well-maintained beaches, to continue the Emirate’s image to be fresh.
Next is the Regulatory Order Indicator. It might be the invisible structure, but a strong one in the system. It will measure how effectively the city implements the rules to maintain order, discipline, and consistency across the region.
The fourth dimension, the Public Behaviour Indicator, might be the most human one. It looks at how residents and visitors interact with the city. In simple words, are people respectful of public spaces? Do they follow traffic rules, queue up politely, and respect each other’s space?.
Finally, the Serenity and Calmness Indicator. In a city that never sleeps, maintaining peace is a rare art. This indicator aims to reduce noise pollution and ensure people can actually unwind, even amidst the energy of city life.
Building A Culture Of Respect And Calm
Together, these measures aim to balance ambition with empathy, development with decency. Dubai isn’t just chasing economic milestones, but it’s trying to create a space where progress feels good, not just looks good.
In practice, the “civilisation indicators” are a reminder that true urban success isn’t only about how fast a city grows, but how gracefully it does so. And in typical Dubai fashion, they’re turning even that philosophy into a measurable science.
