Passengers flying out from the Navi Mumbai International Airport will have to pay a User Development Fee (UDF) of ₹620 for domestic flights and ₹1,225 for international ones. The Navi Mumbai International Airport Ltd (NMIAL) is developing the airport, which is expected to be operational by the end of this year.
New UDF Announced For Navi Mumbai Airport
As per a report by Mumbai Live, the Airports Economic Regulatory Authority (AERA) has introduced a temporary UDF for all passengers flying out of Navi Mumbai International Airport. The airport, which is being developed by NMIAL, is likely to begin operations by the end of 2025. As per AERA’s order, domestic passengers will pay ₹620, and international travellers will pay ₹1,225 per ticket. This ad-hoc fee will apply till March 2025 for the financial year 2025–26. A user on X, @_Mukesh_Tiwari6, also stated that this is a small price to pay for better terminals.
AERA also stated that this UDF will be added to ticket fares and will act as a key source of revenue to support the airport’s operations and infrastructure recovery. This update comes shortly after Mumbai’s Chhatrapati Shivaji Maharaj International Airport (CSMIA) also revised its UDF charges. Mumbai Airport’s revised UDF came into effect on May 16, 2025 and will stay valid till March 31, 2029.

Mumbai’s CSMIA Also Sees UDF Hike
As per Mumbai Live, Chhatrapati Shivaji Maharaj International Airport (CSMIA) now charges ₹175 from domestic outbound passengers and ₹615 from international ones. Arriving passengers must also pay a UDF of ₹75 for domestic travel and ₹260 for international travel. This makes CSMIA one of the few airports in India to charge UDF on both departures and arrivals.
The report also stated that this increase will help Mumbai airport raise funds for a capital expenditure programme of ₹10,000 crore over five years. The funds will be used to redevelop Terminal 1, upgrade Terminal 2 with digital features, add smart passenger processing systems, and reach net-zero carbon targets by 2029.
Earlier, Mumbai Airport charged the lowest UDF in India, ₹187 for international departures and none for domestic. As per AERA, the revised charges will raise revenue per passenger from ₹282 to ₹332, showing an 18% increase.

While Navi Mumbai International Airport prepares for its official opening, Mumbai Airport continues to upgrade its facilities and infrastructure. Both airports will use the increased UDF to fund infrastructure and development.
