A new chapter in Mumbai’s transport scene is emerging with CIDCO’s upcoming water terminal at Targhar. It will be just 1.2 km from the Navi Mumbai International Airport (NMIA). The terminal is set to enhance connectivity between South Mumbai and NMIA, allowing passengers to travel by scenic water taxis from the Gateway of India directly to the airport’s vicinity. The project aims to promote faster, greener, and more efficient travel while reducing dependence on road transport. This initiative supports sustainable, multi-modal connectivity in the region.
Integrated Terminal At Targhar To Serve As Airport Connector
The Targhar water transport terminal will be located along Panvel Creek on 5 to 7 acres of land. The location was strategically chosen for its proximity to the airport and the potential to serve as a major passenger and cargo hub. The terminal will feature a 230-metre waterfront and accommodate 40 to 80 passenger boats. It will operate as a vital link between South Mumbai and NMIA, slashing current travel times of 60–75 minutes by road to just 30–40 minutes by water taxi.

CIDCO, in its presentation to the Maharashtra Maritime Board (MMB), projected passenger traffic to reach 1,270 daily in the short term and 14,300 in 30–35 years. This growth highlights the need for a sustainable and efficient alternative to road travel.
Key Features Of The Targhar Terminal

The terminal will feature a 3,000-square-metre building that can handle up to 1,800 peak-hour passengers.

A jetty apron with a 30 ft x 750 ft circulation area and a 25-metre moveable gangway will aid efficient boarding.

An 11,500-square-metre area will support ground transport with pick-up zones for taxis, buses, cars, and emergency vehicles.

A 14,000-square-metre space will include recreational zones and seating arrangements for public use.

A 7-kilometre coastal road and an underpass at Amra Marg will connect the terminal to Navi Mumbai Airport.

CIDCO will secure permissions and recruit staff to manage terminal operations.

Timeline And Next Steps For Water Transport Terminal
The terminal project is awaiting Coastal Regulation Zone (CRZ) clearance, which is essential before work begins. Once approved, CIDCO aims to complete the terminal by September 2026. The plan reflects Maharashtra’s broader push towards strengthening water-based infrastructure, easing congestion, and boosting sustainable transport alternatives in and around Mumbai.
