In her Union Budget 2025 address on Saturday, February 1, Finance Minister Nirmala Sitharaman unveiled a comprehensive package of agricultural reforms and support schemes. The schemes underscored the Indian government’s commitment to bolstering the agricultural sector and improving farmers’ livelihoods.  A key theme of the budget was “Atmanirbharta” or self-reliance. The theme is reflected in several initiatives aimed at boosting domestic production and reducing reliance on imports. These broader reforms are intended to modernise various sectors of the Indian economy. It creates a synergistic effect that will also support agricultural development.

A six-year ‘Atmanirbharta’ program will focus on increasing the production of pulses, specifically tur, urad, and masoor varieties.  To ensure a stable market for these crops, central agencies like NAFED and NCCF will enter into four-year procurement agreements with registered farmers.

This will guarantee the purchase of their produce. This measure aims to provide farmers with price security and encourage increased cultivation. Recognizing the growing demand for fruits and vegetables, the government will collaborate with states on a program to enhance the production and accessibility of these nutritious foods.

This initiative seeks to diversify agricultural output and cater to evolving dietary preferences. A significant intervention is the Prime Minister Dhanya Dhan Krishi Yojana, targeting 100 districts characterised by low yields and limited access to credit.

This scheme is expected to benefit approximately 1.7 crore farmers. It promotes modern farming practices and improves their access to crucial financial resources. In a significant push for self-reliance, the Finance Minister announced a National Mission for edible oil & seeds.

Atmanirbharta As A Crucial Aspect Of These Scheme

This initiative aims to significantly increase domestic production and reduce dependence on imports, promoting “Aatmanirbharta” in this crucial agricultural sub-sector. Complementing this, a National Mission on high-yield seeds will be launched to ensure access to quality planting material.

This is a critical component for enhancing agricultural productivity. Other notable initiatives include the establishment of a Makhana Board in Bihar, aimed at ensuring fair pricing and promoting the cultivation of this specialized crop. 

A five-year mission to boost cotton production has also been announced.  Furthermore, a new urea plant will be constructed in Assam to provide farmers with affordable fertilizer.  To enhance farmers’ financial flexibility, the Kisan Credit Card limit has been increased to approximately ₹5 lakh.
