Yes, according to a report by Khaleej Times, it was stated that the Ministry of Haj & Umrah in Saudi Arabia has begun this process for enabling more Muslims to come to the country. Other Changes In Saudi Arabia Visa Rules

Yes, it was only last month, when the Ministry of Tourism in Saudi Arabia released a notification stating that people holding certain visas will be eligible for instant visas.
