Abu Dhabi has just taken a thoughtful step forward in its social development journey. The Department of Community Development (DCD), Abu Dhabi in collaboration with the Family Development Foundation, has launched the “Barakatna” initiative, a comprehensive programme designed to improve the quality of life for senior citizens and those who care for them.
What Is Abu Dhabi’s Barakatna Initiative?
“Barakatna,” meaning Our Blessings, isn’t simply symbolic—it’s a practical framework offering six targeted services. The initiative directly supports caregivers while reinforcing the Emirate’s vision of placing senior citizens at the heart of community life. It also reflects Abu Dhabi’s commitment to inclusivity, dignity, and intergenerational cohesion under the “Year of Community” banner.
A Framework Of Care And Support
Let’s explore what’s on offer:
1. Temporary Care Services
One of the most significant features is the option to access temporary alternative care for elderly citizens. Managed by the Family Development Foundation, this service provides up to eight hours of care per day, once a week, totalling 48 days per year. It enables caregivers to rest, manage personal commitments, or simply recharge, knowing their loved ones are in safe hands.
2. Flexible Working Arrangements for Caregivers
The Government Enablement Authority has introduced a certification system that allows eligible caregivers to request flexible work schedules within government entities. This support helps individuals balance professional obligations with caregiving responsibilities, promoting both productivity and well-being.
3. Home Modifications for Privacy and Comfort
The Department of Municipalities and Transport is facilitating approvals for structural home modifications. Families can now create dedicated living spaces for their senior members—spaces that are safe, private, and comfortable, all tailored to meet specific care needs.
4. Senior-Friendly Home Improvements
Through the Abu Dhabi Housing Authority, senior citizens can access services to renovate and upgrade their homes. These improvements prioritise accessibility, safety, and ease of movement, ensuring that homes remain a supportive environment for ageing in place.
5. Extended Housing Loan Repayment Periods
To reduce financial pressure, the initiative includes an option to extend existing housing loan repayment periods by up to five years. This eases the burden on families caring for elderly relatives, allowing for better financial planning.
6. Housing Grants for Family Proximity
In a bid to keep families close, a new service enables the buying and selling of housing grants to facilitate relocation near loved ones. Implemented in partnership with the Abu Dhabi Real Estate Centre, this programme promotes stronger family support systems.

A Forward-Looking Social Strategy
The “Barakatna” initiative is more than a collection of services, it is a strategic response to the evolving needs of Emirati families. By ensuring access to care, work-life flexibility, and suitable living conditions, the initiative builds a more compassionate and resilient community.
Dignity, Care and Community
With “Barakatna,” Abu Dhabi reaffirms its long-standing commitment to senior citizens, recognising their contributions and ensuring they remain active, respected members of society. The initiative supports both individuals and families through meaningful, well-structured services that reflect the true spirit of community care.
