India is set to implement stringent new regulations requiring airlines to share comprehensive passenger data with customs authorities, commencing April 1, 2025. This initiative, spearheaded by the Central Board of Indirect Taxes and Customs or the CBIC, aims to enhance the nation’s capability to assess risks associated with international travellers. Here are all of the other important details that you would need to know about this new mandate for airlines by the Indian government.

Under these regulations, airlines operating flights to and from India must register with the National Customs Targeting Centre-Passenger (NCTC-Pax) by January 10, 2025. According to an article that was recently published by The Times Of India or TOI, the cornerstone of this system is the mandatory submission of Passenger Name Records or the PNR.

The PNR must be submitted at least 24 hours prior to international flight departures. Details such as mobile numbers, payment information and travel itineraries must be included. The implementation follows a structured timeline, with the PNRGOV system serving as the primary platform for data collection.

A pilot phase is scheduled to commence by February 10, 2025, followed by full operational deployment for individual airlines on April 1, 2025. Airlines utilising Global Distribution Systems will join the programme by June 1, 2025.

These requirements stem from the ‘Passenger Name Record Information Regulations, 2022’, which mandates airlines to furnish extensive passenger information. This includes names, credit card details, ticket issue dates and complete travel schedules for both arriving and departing international flights.

By requiring early submission of passenger data, the government aims to streamline customs operations and enhance its ability to identify potential risks effectively. Non-compliance with these regulations will result in monetary penalties.

This underscores the government’s commitment to ensuring airlines adhere to these new standards. This comprehensive approach reflects India’s dedication to improving its border control capabilities whilst facilitating more efficient international air travel.
