On November 18, Delhi’s air quality index (AQI) reached 481, sliding it into the ‘severe plus’ category. Keeping in mind the worsening state of air pollution in Delhi-NCR, the Commission for Air Quality Management (CAQM) imposed the Stage-lV of the Graded Response Action Plan (GRAP) in the region. GRAP-IV Enforced In Delhi As Air Pollution Worsens In The Region
To combat the rising air pollution crisis in Delhi-NCR, CAQM implemented Stage IV of GRAP, in addition to the Stage I, II, and III actions, on Monday. According to The Economic Times, Delhi-NCR’s AQI reached 441 (severe) at 4 PM on Sunday. By 5 PM, it was 447, at 6 PM, it was 452, and around 7 PM, it reached 457. This steady surge in the AQI levels prompted the authorities to implement GRAP-IV anti-pollution measures in the city.
Delhi’s daily average AQI clocked 441 today, which further rose to 457 today at 7PM.
CAQM Sub-Committee on GRAP accordingly invokes 8-point action plan as per Stage-IV of GRAP w.e.f. 8:00 AM of 18.11.2024 (tomorrow), in the entire NCR.

This eight-point action plan aims to reduce the pollution crisis in Delhi. It is to be noted that Stage I of GRAP was implemented in Delhi-NCR on October 14. Stage II was enforced soon after on October 21, and Stage III was put in place on November 14. However, seeing the worsening air pollution levels on Sunday, CAQM decided to enforce Stage IV from November 18.
Here’s What’s Allowed, What’s Not In Delhi
As per Hindustan Times, here’s what is allowed and what is prohibited under GRAP-IV anti-pollution measures in Delhi-NCR –
1. Delhi-registered BS-IV or older diesel vehicles and heavy vehicles carrying non-essential goods are banned.
2. Non-essential light commercial vehicles from outside Delhi are prohibited. However, if they’re using fuels like CNG, BS-VI diesel, or electric vehicles, then they will be allowed.
3. Trucks carrying non-essential items are barred from entering Delhi. However, they will be allowed if they operate on LNG, CNG, or BS-VI diesel.
4. All construction activities have been suspended.
5. The CAQM panel has asked schools to shift classes 6 to 9 and class 11 to online mode.
6. It also recommended that offices in Delhi-NCR operate at 50% capacity.
