The National Annual Report & Index on Women’s Safety (NARI) 2025 has revealed the safest and most unsafe cities in the country. The nationwide index, released on Thursday, is based on a survey of 12,770 women across 31 cities. Mumbai was ranked among the safest, while Delhi’s ranked tipped to the bottom. NARI Report 2025: Most & Least Safe Cities For Women In India
The NARI 2025 report, released in Delhi by National Commission for Women chairperson Vijaya Rahatkar, is based on a detailed survey. It recorded responses from 12,770 women across 31 cities. As per a report by Live Mint, the index placed several cities on both the safe and unsafe lists.
Safest cities for women:
- Kohima
- Visakhapatnam
- Bhubaneswar
- Aizawl
- Gangtok
- Itanagar
- Mumbai
Least safe cities for women:
- Patna
- Jaipur
- Faridabad
- Delhi
- Kolkata
- Srinagar
- Ranchi
According to the NARI report, six in ten women said they felt ‘safe’, but 40% admitted they felt ‘unsafe’ in their own cities. In addition, 86% of women felt safer during daylight hours and within schools and colleges. However, women revealed feeling unsafe in public spaces — like recreational spaces, public transport and neighbourhood streets— in the evenings and at night.

Workplaces Emerge As Safe Spaces
As per the same report, workplaces also emerged as relatively safe spaces. About 91% of women said they felt a sense of security at work. At the same time, nearly half admitted they were unaware whether their organisation had a Prevention of Sexual Harassment (POSH) policy in place. Moreover, 69% of women felt the current safety measures were ‘somewhat adequate’, while over 30% flagged failures in the existing systems.
The report further revealed that 7% of women experienced harassment in public spaces in 2024, with the figure doubling (14%) among those under 24 years of age. However, it also noted that this data cannot reflect the complete reality, as two out of three women do not report harassment. This means many cases go unreported in the country.
