Even though excise policies in different states change from time to time, shifting the prices, some places have always been popular for offering cheaper alcohol. From Goa to Ladakh, here’s a guide to the states and union territories in India where you can get alcohol for cheaper.

1. Goa

When it comes to cheap alcohol in India, Goa is the first place that comes to everyone’s mind and rightly so. Known for its beautiful beaches, buzzing nightlife, and laid-back vibe, Goa also happens to sell some of the most affordable alcohol in the country. The state keeps excise duty on liquor low, at 55%, to support its huge tourist economy. Even imported liquor here is reasonably priced compared to other states. Simply put, if you love to unwind with a drink, Goa is a dream destination.

Haryana might not be known for beaches or mountains, but when it comes to buying alcohol, it’s one of the best spots in North India. Thanks to its smart liquor policies, with the excise duty at 43%, Haryana sells alcohol at prices lower than its neighbouring states. Cities like Gurgaon and Faridabad are full of modern liquor stores offering big discounts, combo deals, and even loyalty points, motivating many Delhi residents to cross over to Gurgaon to stock up. From beers and wines to premium whisky, you’ll find all your favourite alcohol here at a cheaper price, compared to other states in India.

3. Delhi

Delhi’s liquor scene has seen a big change in recent years. While it may not always be the cheapest, the city now allows liquor stores and bars to offer discounts. This means if you time it right, you can grab some great alcohol deals. Plus, Delhi has fancy liquor outlets with wide selections of domestic and international brands. And let’s not forget the airport duty-free shops, perfect for scoring deals when flying in or out. So even if it’s not the lowest priced every day, Delhi often surprises with sudden bargains.

4. Uttar Pradesh

Uttar Pradesh is not usually the first name people think of for affordable alcohol, but it’s catching up fast. The state has been adjusting its excise policies to make legal alcohol cheaper and easier to access. With tax on MRP at 68%, cities like Noida and Ghaziabad now offer liquor at prices that often rival Delhi. From everyday brands to premium bottles, UP has started offering value for money, especially for those living near the Delhi border. Plus, with more modern liquor shops opening, it’s becoming easier to find your favourite alcohol for cheaper than in other states in India.

5. Puducherry

Puducherry is a lovely little coastal town with colonial architecture, peaceful beaches, and a big bonus: really cheap alcohol. As a union territory, Puducherry has its own rules and keeps taxes on alcohol very low. This makes it a popular spot for tourists from nearby states like Tamil Nadu and Karnataka, where alcohol is far more expensive. Whether you’re picking up a bottle from a local shop or enjoying a drink at a beachside cafe, the prices here are almost too good to be true.

6. Daman And Diu

Daman and Diu might be small, but they offer a big treat for alcohol lovers. Like Puducherry and Goa, this union territory has low taxes on alcohol to promote tourism. It’s a common weekend getaway for people from Gujarat, where alcohol is banned. Here, you’ll find plenty of bars and shops selling beer, whisky, and rum at some of the cheapest rates in India. The chilled-out coastal vibe, combined with cheaper alcohol, makes it a great spot for a quick and happy escape in India.

7. Sikkim

Sikkim is also one of the most affordable places in India to buy alcohol. The state sells a mix of Indian and imported brands at prices lower than many other states. And the best part is that Sikkim has its own breweries and distilleries too. You can try local beer like Dansberg and even Sikkim-made whisky and rum at very reasonable rates. 8. Himachal Pradesh

In Himachal Pradesh, liquor is sold at prices lower than in big metros, thanks to lower excise duties. In tourist towns like Manali, Shimla, and Dharamshala, alcohol is easy to find and cheaper. 9. Union Territory Of Ladakh

Ladakh may be high up in the mountains, but its liquor prices stay surprisingly grounded. You’ll find basic liquor brands at reasonable prices in Leh, especially compared to states with high alcohol taxes. What’s more interesting is the chance to try local drinks like chang (a traditional barley beer) in homestays and cultural festivals. Since Ladakh is a union territory, the tax structure allows for cheaper alcohol, even if the availability is limited.
