Dubai has come second overall but first in the category that actually matters for bragging rights. In BCG’s inaugural Intelligent Cities Index, Dubai has been ranked second in the world, outperforming global hubs such as New York, Washington and Amsterdam in harnessing advanced technology and AI to improve quality of life.
Dubai Ranks #1 Globally For AI Adoption, Beating New York & Amsterdam
This isn’t a vibes-based ranking. The index evaluated 61 cities across 39 countries and five areas: outcomes, strategy, adoption, ways of working, and enablers. All supported by 35 indicators of digital transformation as per The National News. Basically, BCG didn’t just ask cities how futuristic they feel; it measured how AI actually shows up in daily services, government efficiency and resident satisfaction.
The Category Dubai Actually Won
Here’s the number worth screenshotting. Dubai ranks first globally in the Adoption of AI technologies and smart city solutions, according to the Dubai Media Office. It has recorded the strongest performance across the index’s five domains. Second overall, first in adoption, the emirate isn’t just talking about AI; it’s the one other city that is apparently being measured against.

Why This Isn’t Coming Out Of Nowhere
The ranking is an early reward for the city following the May announcement of a two-year plan to harness advanced AI in the emirate’s private sector. Sheikh Hamdan bin Mohammed directed the Dubai Chamber of Commerce and Industry to build incubators specifically for Agentic AI companies, so this result aligns almost exactly with that push.

The Bigger Regional Pattern
It’s not just a Dubai flex, either. The report also noted that cities across the Middle East, including Dubai, demonstrate particularly strong enthusiasm for adopting and harnessing AI. Worth keeping an eye on whether Riyadh, Abu Dhabi or Doha show up higher next time this index runs.
