Qatar’s Ministry of Public Health (MOPH) has rolled out a new optional service letting food handler candidates sit the Food Handler Licensing Examination outside the country, at accredited centres in several nations, before they even arrive for work.

What The New Service Does

The move lets food establishments assess a prospective worker’s competence and suitability well before recruitment, saving time and effort once the candidate is on the ground in Qatar. Once a candidate passes the exam overseas, their employer can proceed directly to issuing a professional practice licence, no need to retake the test locally.

The exam is available in both Arabic and English, and each candidate receives a detailed performance report covering multiple food safety competency areas. These reports help employers spot a candidate’s strengths and gaps, tailor further training, and reinforce sound food safety practices across their teams.

Optional For Now, With Bigger Plans Ahead

MOPH has clarified that taking the exam abroad is entirely optional at this stage and isn’t a requirement for hiring. However, the Ministry is also working toward making the professional practice licence mandatory in the future, with implementation details to be announced once arrangements are finalised.

Building On An Established Programme

This overseas option extends the Food Handler Licensing Programme, which has been running in Qatar since 2021 and has already licensed 10,630 food handlers nationwide. MOPH said expanding testing outside Qatar reflects its ongoing push to strengthen the country’s food safety system, support employers in recruiting qualified staff, and safeguard public health through stronger workforce competence.
