Planning Hajj from abroad is about to get a lot less complicated, at least on the contracting side. Saudi Arabia’s Ministry of Hajj and Umrah has launched a Comprehensive Package for foreign pilgrims for the 2027 season, bringing essential services together under one electronic contract.
What The Package Includes

The package covers four main services: services at the holy sites, accommodation in Makkah and Madinah, transportation, and catering. Optional enrichment services can be added on top. According to the ministry, it is designed to cover the pilgrim’s journey from arrival in the Kingdom to departure, in coordination with all relevant authorities. That means the basics that used to be handled through separate arrangements now sit in one framework.
One Contract, One Platform
Agreements will be completed electronically on the Electronic Path platform (Al-Masar) through a single application. The system is meant to simplify procedures and bring more transparency to contracts between Hajj affairs offices, international Hajj agencies and service providers. Agencies can also design programmes for different groups of pilgrims within what the ministry calls a clear and flexible contractual framework.
Who Is It For
This package is aimed at overseas pilgrims who arrive through pilgrim affairs offices and foreign Hajj agencies. In other words, it is a framework that agencies will contract through, so pilgrims will still book via their approved office or operator rather than directly with the ministry.
When Is Hajj 2027
The launch is part of the ministry’s early preparations for the 1448 AH season, which is still several months away. Hajj is expected to take place between May 14 and May 19, 2027, corresponding to 8 to 13 Dhul Hijjah, with the Day of Arafah expected on May 15. These dates depend on the official sighting of the crescent moon.
The Bigger Picture
The move fits into Saudi Vision 2030 and the Pilgrim Experience Program, which focus on improving services for those who travel for Hajj. Preparations for the 2027 season began early, with the Kingdom already working on crowd management, transport and safety, and updated accommodation rules for facilities serving pilgrims.
