The Ministry of Home Affairs launched the Kendriya Police Kalyan Bhandar system as a welfare measure in 2006. The shops were opened to provide consumer goods to retired and serving personnel in various police forces such as Central Armed Police Forces (CAPFs), Central Police Organizations (CPOs), and State Police Forces. In addition, their families living in India can also get access to necessary items at cheaper costs from these shops.

According to the Kendriya Police Kalyan Bhandar website, the organisation now has 119 warehouses known as Master Bhandars and over 1800 retail outlets called Subsidiary Bhandars. Till now, the system has successfully provided consumer goods to 35 lakh beneficiaries at low-priced rates compared to the markets.
