Yusuff Ali is an Indian billionaire and entrepreneur who is the Chairman and Managing Director of the Lulu Group International. He was given this honour by Sheikh Fahad Yusuf Saud Al-Sabah, the First Deputy Prime Minister and Interior Minister. It happened during a ceremony in Kuwait City, and this marks the rollout of the new visa.

Before we talk about the visa, it’s important to know who this person is. He is an Indian origin businessman and the founder of Lulu Group International. Born in Kerala, he built Lulu into one of the largest retail chains in the Middle East. They have operations that span multiple countries across the Gulf, Asia, and beyond. As revealed by News18, the entrepreneur emerged as one of the most prominent business figures in the region. Not only this, but the group also operates logistics businesses, hypermarkets, and supermarkets, besides shopping malls.

What Is The 15-Year Golden Residency Permit?

Coming to the 15-year Golden Residency Permit, this is a new visa that has been launched by Kuwait to attract foreign investment. With the aim of strengthening its position as a regional business and investment hub, the programme aims to retain high-value investors, business leaders, and entrepreneurs.

This long-term residency programme was introduced in June 2026 and allows eligible foreign investors and even some business-related individuals to obtain a residency permit of up to 15 years.
