The One Nation One Subscription or ONOS scheme represents a significant advancement in India’s academic and research infrastructure. Launched on January 1, 2025, this comprehensive initiative aims to democratise access to scholarly knowledge across the nation’s higher education and research institutions. What Is One Nation, One Subscription And Its Benefits?
At its core, ONOS provides unified access to over 13,000 international scholarly journals from 30 major publishers. The scheme will benefit approximately 1.8 crore students, faculty members and researchers across more than 6,300 government-managed institutions.
These include universities, colleges and research centres. This access spans various disciplines, from STEM and medicine to social sciences and finance. The initiative, backed by a ₹6,000 crore allocation for 2025-2027, operates through INFLIBNET.
INFLIBNET stands for Information and Library Network, an autonomous centre under the University Grants Commission. INFLIBNET manages the centralised digital distribution system, ensuring seamless access for all users regardless of their geographical location.

How Can It Benefit 1.8 Crore Students Across The Country?
A notable feature of ONOS is its support for research publication through reduced Article Processing Charges or APCs. The scheme allocates ₹150 crore annually to assist researchers in publishing their work in high-quality Open Access journals.
This will enhance India’s contribution to global academic literature. The implementation follows a phased approach, with Phase I commencing in January 2025. This initial phase establishes the framework while providing immediate access to essential research resources.
The experience gained during this phase will inform the development of subsequent stages. ONOS represents a crucial step in bridging the knowledge gap between urban and rural institutions, particularly benefiting those in tier 2 and tier 3 cities. Click here for more information.
