Global advisory firm Resonance, in partnership with leading research company Ipsos, has just revealed its third annual Europe’s Best Cities 2025 report—ranking the continent’s most desirable urban regions to visit, live, work and invest in. The comprehensive study combines public perception data with hard metrics such as economic performance, infrastructure, cultural offerings and business environment to identify Europe’s most resilient and opportunity-rich cities.

According to Resonance, the ‘Europe’s Best Cities 2025’ rankings are the most detailed urban analysis to date. This year, for the first time, they’ve partnered with Ipsos to add perception-based data, making the results more grounded in how people view and experience each city.

Factors analysed include prosperity, walkability, sustainability, access to culture and transport, education, safety, and nightlife. The cities were selected based on their ability to attract a prime-age population (25–44), grow tourism and promote business activity.

London holds the top spot thanks to its unmatched cultural capital, business dynamism and global influence. Despite Brexit-related concerns, the city continues to attract talent and investment at record levels.

Paris shines with its blend of art, fashion, culinary excellence and a booming post-Olympic infrastructure push. Its global perception and quality of life keep it firmly among the elite.
