The comprehensive study combines public perception data with hard metrics such as economic performance, infrastructure, cultural offerings and business environment to identify Europe’s most resilient and opportunity-rich cities.
Europe’s Best Cities 2025 Report Explained
According to Resonance, the ‘Europe’s Best Cities 2025’ rankings are the most detailed urban analysis to date. This year, for the first time, they’ve partnered with Ipsos to add perception-based data, making the results more grounded in how people view and experience each city.

Factors analysed include prosperity, walkability, sustainability, access to culture and transport, education, safety, and nightlife. The cities were selected based on their ability to attract a prime-age population (25–44), grow tourism and promote business activity.
