According to The Economic Times, Russia has introduced a new multiple-entry talent visa to attract highly skilled foreign professionals, offering eligible applicants a simpler route to temporary and permanent residency in the country.
The new visa is open to professionals across several fields, including science, creative industries and sports. Graduates from top universities, professionals with rare or specialised skills, and entrepreneurs who can contribute to Russia’s technological development can also apply under the new programme.
The visa is aimed at foreign nationals whose skills, qualifications or achievements could contribute to Russia’s economy and development. This includes scientists and researchers, creative professionals, athletes, highly skilled workers and entrepreneurs.

Graduates of leading universities and professionals with rare skills are also among those who may qualify. However, applicants will first have to undergo an assessment before moving ahead with the country’s regular immigration process.
How Does The New Visa Work?
Applications will initially be reviewed by Russia’s newly established Agency for Attracting Foreign Talents. Once an applicant clears this assessment, the application moves to the country’s regular immigration authorities for further processing.
One of the biggest advantages of the new visa is the easier route to temporary residency. Talent visa holders can apply for a Temporary Residence Permit (TRP) without being subject to the usual quota restrictions or Russian language requirements.

Who Qualifies & How To Apply?
The programme goes beyond a conventional skilled-worker visa, covering professionals with achievements in science and technology, manufacturing, sports, creative industries, culture, education, business and other sectors important to Russia’s economic and social development. It also includes people with high-demand skills and qualifications, such as entrepreneurs, scientists, athletes, cultural professionals and graduates of highly ranked universities.
Professionals working in sectors such as IT, telecommunications, healthcare, education, construction, transport, tourism, agriculture, energy and manufacturing may also qualify, provided they meet the required education and work-experience criteria. For some occupations, applicants need at least five years of relevant experience along with a relevant higher-education qualification.
The new visa could also shorten the usual journey towards permanent residency for eligible applicants. Foreign nationals who complete the Russian language test can skip the temporary residence stage altogether. They can apply directly for a Permanent Residence Permit (PRP). Under the normal process, applicants are required to hold a TRP for at least eight months before applying for permanent residence.
This makes the new route particularly significant for highly skilled professionals who want to make Russia their long-term base.
According to Techloy, the application process begins before the actual visa application. Here’s how it works:
1. Apply for recognition: Foreign applicants must first apply to be recognised as a “person of interest to the Russian Federation.”
2. Submit proof of eligibility: Applicants need to provide documents supporting their professional achievements, qualifications, skills or contribution to Russia.
3. Undergo an assessment: The application is reviewed by the Agency for Attracting Foreign Talents to Russia, which assesses whether the applicant meets the programme’s criteria.
4. Move to immigration processing: Once approved by the agency, the application is passed on to the relevant Russian migration authorities for further processing.
5. Apply for the residence permit/visa: Eligible applicants can then proceed with the required immigration formalities to obtain the talent visa and, depending on their category, a temporary or permanent residence permit.
