A 750-km access-controlled expressway connecting Panipat in Haryana with Gorakhpur in Uttar Pradesh is set to improve connectivity, trade and travel across northern India. The proposed greenfield corridor will pass through 18 districts in Uttar Pradesh and one district in Uttarakhand, with construction expected to begin within the current financial year. Panipat-Gorakhpur Expressway To Connect 18 UP Districts
According to a Hindustan Times report, the project’s alignment has been finalised, and the expressway will be built in two phases. Gautam Vishal, Chief General Manager and Regional Officer, NHAI, said the portal that the work is expected to begin during the ongoing financial year. The first phase will cover 348.039 km and link Shamli, Muzaffarnagar, Saharanpur, Haridwar in Uttarakhand, Bijnor, Moradabad, Rampur, Bareilly, Pilibhit and Shahjahanpur.

The access-controlled corridor will feature grade-separated interchanges, allowing vehicles to travel with fewer interruptions while improving road safety and reducing congestion and journey times. The first phase will also include three animal underpasses at locations with significant animal movement. These structures are designed to allow animals to cross the expressway with ease without disrupting traffic.
The second phase will span 397.137 km, covering Lakhimpur Kheri, Sitapur, Bahraich, Shravasti, Balrampur, Siddharthnagar, Sant Kabir Nagar, Gorakhpur and Kushinagar. Together, around 600 km of the expressway will run through Uttar Pradesh. One animal underpass is also planned for the second phase.
The Upcoming Expressway To Boost Haryana-UP Connectivity
The project is expected to enhance access to several districts in eastern Uttar Pradesh, particularly those known for handicrafts, textiles and agricultural products. Under the One District, One Product (ODOP) initiative, products such as Kala Namak rice from Siddharthnagar could benefit from improved road connectivity and access to wider markets.
Panipat, the expressway’s starting point in Haryana, is home to more than 4,000 industrial units, including businesses involved in textiles, agro-based products, furniture and paper.

The corridor could improve trade between Haryana and Uttar Pradesh while also making movement easier for workers from UP who travel to Haryana for employment.
Construction will be divided into multiple packages, with each package expected to cover approximately 50 to 70 km.
