Himachal Pradesh Is Officially A Literate State With 99.3% Literacy Rate; Full List Inside

On Monday, Himachal Pradesh was declared a fully literate state. It has now become the fifth addition to the list of literate regions in the country, which already includes three states, Tripura, Mizoram and Goa, and one Union Territory, Ladakh. This is surely a great achievement. Let’s read about this in detail. 

Himachal Pradesh Becomes A Fully Literate State

Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Monday announced that the state has reached a 99.3% literacy rate. This is higher than the national benchmark of 95%. As per a report by The Indian Express, the CM also said that the journey from a literacy rate of around 7% to becoming a fully literate state has not been easy and has been full of challenges. The announcement was also made by the Ministry of Education on their X account. 

Himachal Pradesh has also consistently progressed in its endeavours to provide quality education. It also ranks first in the country in student-teacher ratio. The CM’s announcement came soon after Union Education Minister Dharmendra Pradhan stated that India’s literacy rate has risen from 74% in 2011 to 80.9% in 2023-24.

Union Education Minister Praises The Joint Effort

As per the same report, Union Education Minister Dharmendra Pradhan virtually addressed an event in Delhi to mark International Literacy Day 2025. During the event, he congratulated Ladakh, Mizoram, Goa, Tripura and Himachal Pradesh for achieving full literacy. He also praised the collective effort of the government, society and volunteers to make this possible.

Here is the complete list of literate regions in India with their literacy rates (In highest to lowest order): 

  • Goa- 99.7%
  • Himachal Pradesh- 99.3%
  • Mizoram- 98.2%
  • Ladakh- 97%
  • Tripura- 95.6%

The Union Education Minister highlighted the role of the Understanding of Lifelong Learning for All in Society or ULLAS-Nav Bharat Saaksharta Karyakram, a scheme launched by the Government of India to achieve 100% literacy. It currently has more than 3 crore learners and 42 lakh volunteers enrolled. The scheme offers learning material in 26 languages to make literacy truly inclusive. The theme for this year’s celebration was ‘Promoting Literacy in the Digital Era’, which stressed the importance of technology in enabling reading, writing, numeracy and other skills.

Minister of State for Education Jayant Chaudhary said that this achievement has set an example for the world, particularly the Global South, by creating a robust digital public infrastructure that has helped accelerate education and inclusion.
