With this new law, Dubai has set out to enhance safety in public locations, events, residential and commercial buildings. As the Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum has passed a Law No. (2) of the year 2026 regarding public safety within the emirate. The new public safety law provides a powerful framework that aims at safeguarding both people and tourists and enhancing the long term development of Dubai.

The new law, according to the report by the Gulf Today, will enter into effect on June 1, 2026 and will be printed in the Official Gazette. The plan is not hard, according to authorities; it should minimise accidents, avoid injuries, and make the city safer in place.

A Law To Save Lives And Property

The new act aims at enhancing safety regulations in a broad spectrum of sectors.

Authorities are interested in minimising injuries, deaths and property costs related to accidents. The law also presents more stringent criteria for products and public services in the market.

The second important goal is to enhance security in entertainment facilities and mass gatherings, a crucial move by a city that has been characterised by international festivals, concerts and exhibitions.

Authorities will also raise awareness among the people so that residents will be active to ensure safe environments.

Dubai Municipality To Manage Public Safety

The enforcement of the law will be the responsibility of Dubai Municipality.

Its Environment, Health and Safety Agency will liaise with other government agencies to ensure safety compliance within the emirate. The agency will also have a clear mandate in inspecting facilities, regulating safety standards and acting upon violations.

There is a perception among the official that there will be a central authority that will guarantee uniformity in enforcement and enhance interdepartmental coordination.

New Event, Building and Public Space Safety Rules

The legislation proposes comprehensive safety standards for places and occasions.

Organisers must ensure:

  • Adequate ventilation and lighting.
  • Safe entry and exit points
  • Crowd restrictions to avoid overcrowding.
  • Hearing risk prevention through noise control.

Fire-fighting equipment, emergency escape plans, fire alarms, first aid kits, and trained safety supervisors should also be made available in event venues.

The law establishes guidelines on building maintenance, electrical equipment and safety measures in swimming pools and beaches.

All the regulations and guidelines given by the authorities should be adhered to by owners, operators, and service providers.

Safety Is Also The Responsibility Of Residents

The legislation does not just hold the business accountable, but the general population as well.

In the streets and entertainment joints, locals and tourists should observe safety precautions. They should collaborate with safety workers, wear safety gear, and take evacuation measures in the event of an emergency.

Beaches are no exception to the rules. Citizens need to be respectful of the special hours dedicated to swimming. They should avoid going to areas that are occupied by staff or emergency services.

Severe Consequences Of Violation

Governments have come up with major punishments for violations of the law.

Breach could translate to a fine of AED500 to AED1 million, based on the level of offence. Any subsequent breach within a period of one year may increase the fine to AED2 million. Certain violations and fines will be determined by the Executive Council of Dubai.

Dubai Municipality officials and other designated officials will actively have the power of judicial enforcement to record violations and may, when required, invite the police.

The law further permits the affected persons to appeal within 10 working days, which will be considered by a special committee.
