1. UAE And Saudi Arabia Sign Rail MOU
The two countries signed a memorandum of understanding in Riyadh on Thursday to develop rail connectivity, with a focus on moving goods and cargo across the border. UAE Minister of Investment Mohamed Hassan Alsuwaidi and Saudi Energy Minister Prince Abdulaziz bin Salman signed the document. It also covers power-grid interconnection and electricity trading. The MoU sets general principles and provides for technical and economic studies. No investment value, timetable or route has been disclosed, so it is a framework rather than the start of construction.
2. Abu Dhabi Explores Tunnels With Musk’s Boring Company
The Abu Dhabi Projects and Infrastructure Centre (ADPIC) signed an agreement with The Boring Company at LIVEX 2026 to assess underground transport and utility tunnels across the emirate. ADPIC Director General Maysarah Mahmoud Salim Eid and company president Steve Davis signed it. The deal is exploratory, and the firm is already working with Dubai’s Roads and Transport Authority on the Dubai Loop.
3. Dubai’s Shared Housing Law Gets Detail
Dubai Municipality has identified 44 areas where buildings and villas can be approved for shared housing, including Al Barsha 1, Al Rigga and Al Muraqqabat. Property owners have until September 2027 to bring their shared housing units in line with the new regulations. Each building must be designated for either individuals or families, and the two cannot be mixed in one unit. Tenants cannot sublet, and repeat violations can bring fines of up to AED 1 million. Labour accommodation falls under separate legislation.
4. Abu Dhabi Renews Its Warning On Public Car Washing
The city municipality is pressing its “Our Home is Our Responsibility” campaign, sending teams to residential areas and running awareness workshops. Washing vehicles on streets, in car parks and in open spaces is prohibited, and residents who hire unlicensed washers can be penalised too. Leaving a dirty vehicle unattended in public can also draw a fine of up to Dh2,000 and impoundment, rising to AED 4,000 for repeat offenders. Officials say pooling water affects roads, walkways and public health.
5. Turkish Citizenship Enquiries Rise
Advisers at PL Group have noticed growing interest in Turkish residency and citizenship over the last six to 12 months. Much of the demand comes from wealthy families looking to establish a second base overseas. However, property figures suggest a more modest shift, with foreign nationals buying 1,938 homes in August, a 0.1% increase compared with the same month last year. For some applicants, obtaining a Turkish passport is the main goal, rather than relocating to the country permanently.

9. Egyptian Fossil Reveals A New Gharial Relative
A fossil once classified as belonging to the genus Tomistoma has led researchers to identify a new extinct crocodilian species, named Herugavialis cairensis. The remains date back around 45 million years and were recovered from Egypt’s Mokattam Formation, a limestone deposit associated with the stone used to construct the Great Sphinx. CT scans helped researchers distinguish the skull from previously known specimens. The species name references Heru, also known as Horus. The findings were published in Royal Society Open Science on 7 October, with Paul Burke of the Swedish Museum of Natural History leading the study.
