Indian Railways Doubles Fine For Ticketless Travel; Here’s What Offenders Will Pay

Ticketless travel is quite common and remains a major problem on Indian Railways, especially in unreserved general compartments. Millions of such cases are reported every year. Now, the authorities have decided to crack down on the issue by increasing the penalty for passengers travelling without a valid train ticket.

Indian Railways Increases Penalty For Ticketless Travel

The government has decided to double the minimum penalty for ticketless travel on Indian Railways. Anyone found travelling without a valid train ticket may now be fined ₹500 instead of ₹250. According to The Indian Express, the move aims to curb unauthorised travel and ensure smoother rail operations. 

You may be surprised to know that ticketless travel has become a major challenge for Indian Railways. In May alone, the Central Railway zone collected ₹40.85 crore from 4.96 lakh ticketless travellers. Under the provisions of the Jan Vishwas Act, 2026, the minimum penalty under Sections 137 and 138 of the Railway Act, 1989, has been increased to ₹500. The new rule came into effect on June 20, 2026.

New Penalties For Ticket Misuse, Nuisance & More 

According to The Times of India, passengers travelling on another person’s ticket can also face strict action. Their ticket will be forfeited, and they will be required to pay the fare, excess charges and a fine of ₹500. Railway authorities are also planning stricter penalties for unauthorised hawking and begging on trains and railway premises. Offenders can attract a fine of ₹2,000, while repeat offenders could face imprisonment of up to one year. 

Passengers creating a nuisance, using abusive language or causing inconvenience to fellow travellers can also face a fine of ₹1,000. Those found intoxicated may be removed from trains. Furthermore, carrying prohibited items or dangerous goods on trains can attract a minimum fine of ₹10,000.
