Sending someone a job offer is the easy part. Before they can start working in the UAE, the company must secure a work permit from the Ministry of Human Resources and Emiratisation, and that step can’t be skipped or backdated.
What Work Permits Does MoHRE Recognise?
MoHRE recognises 13 different types of work permits, and which one applies depends entirely on the situation. For a company bringing someone in from abroad, the one that matters is the standard overseas recruitment permit. It runs for two years, and once it’s issued, the employee can later switch employers with the ministry’s sign-off.
The other twelve cover everything else you’d run into as an employer: moving a worker from one local company to another, part-time contracts, short-term or project work, family-sponsored residents who want to take a job, Golden Visa holders, students, private tutors, and even teenagers aged 15 to 18, hired under fairly tight restrictions.
How Does The Work Permit Process Work?
As for the actual process, it’s almost entirely online now. The employer logs into MoHRE’s system using UAE Pass, uploads the job offer, the contract, and the company’s registration details, and submits. From there, it’s in the ministry’s hands. If a document’s missing or something doesn’t check out, they’ll flag it and give the company a chance to fix it. Assuming everything’s in order and the company still has room in its recruitment quota, the permit usually comes through in a matter of days.
None of this works if the basics aren’t covered. The company needs an active trade licence with a clean record and no outstanding violations. And the person being hired can’t already be on another active work permit. Certain specialised roles come with extra licensing on top of the standard approval, so it’s worth checking early rather than assuming the standard route covers everything.

What Happens If The Rules Are Ignored?
Skip a step or get it wrong, and the fallout isn’t minor: fines and a freeze on issuing any more permits. Even restrictions tied to the company’s trade licence, which can grind operations to a halt at the worst possible time. That’s part of why so many businesses just hand the whole thing to an employer-of-record provider instead of managing it in-house. They take care of sponsorship, registration, and the statutory benefits side, which tends to make sense for a one-off hire or a company that hasn’t set up a full entity in the UAE yet.
