That Goa is a popular party destination is not news. Many party animals flock to the tiny Indian state in search of good times. However, what is a good time for tourists can quickly turn into a nuisance for the locals who want peace. Something similar is happening in the Calangute village of Goa. Fed up with the nuisance and illegal activities of tourists, the panchayat of Calangute proposed that tourists without a hotel reservation would be disallowed from entering the village.

According to an article which was recently published by The Indian Express or IE, the mandate for a prior hotel reservation comes after recent incidents of tourists creating a kerfuffle. In a bid to curb this nuisance, the panchayat has proposed this solution. Tourists without a prior hotel reservation would be disallowed from entering the village. 

In keeping with this resolution, the panchayat has also proposed setting up checkpoints at various places to ensure that tourists entering the village have a proper hotel reservation. As per the Sarpanch of the Panchayat, Joseph Sequeira, cited in the IE article, prostitution and touting have increased and such activities bring disrepute to the village.

MLA Calls It Unconstitutional

Calangute is an especially popular location for tourists owing to the iconic Calangute Beach that comes under the purview of the Panchayat. Locals claim that inebriated tourists create a ruckus and bring disrepute to the village. Hence, they’ve come up with a solution to curb this problem.

However, Michael Lobo, who is the MLA, said that such a resolution is unconstitutional and cannot be done. The movement of tourists cannot be legally restricted on such flimsy grounds as not having a hotel resolution.

He sympathised with the issue that inebriated tourists create a ruckus. Nevertheless, under such circumstances, authorities and police should be alerted.
