As of 26th July 2018, UAE residents can get Visa-On Arrival to all airports at Azerbaijan. It was announced by The UAE Embassy in Baku on their official Twitter account.

Summer breaks have already begun and if you haven’t planned anything yet, we have some great news for you. The UAE Embassy in Baku announced on 26th July 2018 that all UAE residents can avail visa on arrival for a period of one month at any airports of Azerbaijan. That means you can travel visa-free to Azerbaijan.
As per the statements “All foreigners staying in Azerbaijan more than 15 days should have a registration at State Migration Service of Azerbaijan,”
“Please ask your hotel to assist you on the first days of your visit if you will stay more than 15 days.”
As of July 26, anyone with valid residency in the UAE can obtain a tourist visa for one month upon arrival at the airports of Azerbaijn
