In a series of tweets on X (formerly, Twitter), the Road and Transport Authority in Dubai announced the resumption of several transport services.
Metro Services To Operate Regularly:

According to the post, at the following stations, Metro service operates regularly. Buses are available for travel between the impacted stations:

In another tweet, the authorities also stated that the tram services are running smoothly as per the schedule. Further, all tram stations are operating at full capacity.
It praises the consciousness of Tram passengers, who collectively assumed accountability for addressing the unusual weather that has impacted Dubai and the region for the last two days.
Bus and Taxi Services Will Have Slight Delay In Arrival Timings:

The bus services will operate normally as per the regular schedule. However, there will be a slight delay in the arrival timings of buses.
Similarly, for taxi services, there will be a slight delay but services will operate normally.

The tweet states that Sheikh Zayed Road may now be accessed in the direction of Abu Dhabi from the Dubai World Trade Centre Roundabout to Intersection 9, which connects Sheikh Zayed Road with Al Maktoum Airport St. Please be aware that although efforts are being made to address and resolve this issue, delays may happen in some lanes owing to water accumulation.
Also, services for marine transportation are available during regular business hours.
