The state has officially introduced alcohol tourism, allowing licensed distilleries to open factory outlets where people can tour facilities, sample spirits, and even purchase them straight from the source. Karnataka Opens Distillery Doors To Visitors
According to Deccan Herald, Karnataka has paved the way for alcohol tourism by allowing licensed distilleries to offer on-site tastings and liquor sales through factory outlets. The new rules, notified under the Karnataka Excise (Distillery and Warehouse) (Second Amendment) Rules, 2026, came into effect on July 28 after being published in the official gazette.
The state government introduced a new licence category for distillery factory outlets, allowing licensed manufacturers to welcome visitors for on-site experiences. Under the policy, distilleries can set up dedicated factory outlets within their premises, subject to approval from the Excise Commissioner.
However, these outlets must be clearly separated from the production area and equipped with visitor-friendly facilities, including seating, a refreshment room and separate restrooms for men and women.

Tour, Taste & Take Home!
As per reports, the factory outlets won’t just sell liquor–they’ll also offer visitors a chance to sample spirits produced at the distillery, with each tasting capped at 30 ml. Visitors can then purchase sealed bottles or containers of at least 375 ml, within the possession limits laid down under the Karnataka Excise Rules. As part of distillery tours in Karnataka, food can also be served at these outlets, making the experience more visitor-friendly.
However, the facility is exclusively meant for tourists visiting the distillery as part of Karnataka’s new alcohol tourism initiative. Wholesale transactions and sales to anyone who isn’t a visitor are strictly prohibited.
Now, to operate a factory outlet, distilleries will have to pay an annual licence fee of ₹4 lakh, along with an additional 15% licence fee. The permit will remain valid for five excise years, subject to the payment of the prescribed annual fees.
Under the new reforms, all liquor sold or used for tastings must be sourced through the Karnataka State Beverages Corporation Ltd (KSBCL). Products must be sold at the maximum retail price (MRP), and every purchase must be accompanied by a bill.
