The Haryana Cabinet on Monday approved new rules for cab aggregators and delivery partners in NCR. Under this new framework, no new petrol or diesel-powered vehicles will be allowed to be added to the fleets of cab aggregators or delivery companies. The new vehicles must run on CNG, electricity, battery power, or other cleaner fuels.
No Petrol Or Diesel Cabs On Haryana’s NCR Districts
According to The Indian Express, cab aggregators, delivery service providers, and e-commerce vehicles in the National Capital Region (NCR) districts, including Gurgaon and Faridabad, will now run only on green vehicles. This includes CNG vehicles, electric vehicles (EVs), battery-operated vehicles, and others that run on cleaner fuel. This means no new vehicles running on petrol or diesel will be added to these fleets.
The new rules by the Haryana Cabinet promote clean mobility, curb pollution, and improve air quality in Haryana’s NCR districts. Along with this, only CNG or electric three-wheelers will be allowed to be additionally inducted into existing fleets in NCR.

Cabinet Also Introduces New Safety Rules
According to The Indian Express, Chief Minister Nayab Singh Saini approved these rules under the Haryana Motor Vehicles Rules, 1993. The rules are in line with the guidelines issued by the Ministry of Road Transport and Highways and directions of the Commission for Air Quality Management.
Moreover, the Haryana Cabinet also approved new provisions, including mandatory licensing for aggregators and delivery service providers. A new set of rules will also be in place regarding passenger safety, insurance coverage for drivers and passengers, refresher training programmes, grievance redressal mechanisms, and regulation of fares.
According to The Economic Times, aggregators and delivery service providers are required to ensure minimum insurance coverage of ₹5 lakh for passengers and health insurance of at least ₹5 lakh for drivers. The rules also mandate the installation of vehicle location tracking devices, panic buttons, and first-aid kits. There will also be 24×7 control rooms and call centres for passenger assistance and grievance redressal.
