According to The Economic Times, Singapore’s birth rate fell to a record low of 0.87 in 2025. The country’s fertility rate had already dropped below 1.0 for the first time in 2023 to 0.97, and remained at the same level in 2024. In response to this trend, Singapore now plans to grant between 25,000 and 30,000 citizenships to foreigners annually over the next five years to support population growth and economic stability.

Highlighting the decline in marriage rates and smaller family sizes, Singapore’s Deputy Prime Minister Gan Kim Yong addressed the issue, noting that while the government is stepping up efforts to encourage parenthood through financial incentives, the country will still require a “carefully managed” flow of immigration to offset its low birth rate.

As per data shared by Deputy Prime Minister Gan Kim Yong, Singapore’s citizen population grew by 0.7% in 2025, largely due to the granting of around 25,000 citizenships that year. He added that the country plans to admit between 25,000 and 30,000 new citizens annually over the next five years, with the numbers depending on broader demographic trends such as the total fertility rate.

He added that the country will also need to recalibrate its permanent resident (PR) intake, as PR status serves as the main pathway to citizenship. Deputy PM Gan Kim Yong noted that Singapore’s PR population has remained stable at around 5,40,000 in recent years. The country now plans to admit about 40,000 PRs annually over the next five years, up from 35,000 granted in 2025.
