From Monday, all foreigners in Portugal with pending applications will be treated as permanent residents till at least the 1st of July. This move is to ensure that the migrants and visitors have access to public services during the coronavirus pandemic. In an interview, the spokesperson of the Ministry of Internal Affairs told Reuters that “In these exceptional times, the rights of migrants must be guaranteed.” Also, this policy has another aim and that is to reduce the contagion risk by reducing the contact between border control service staff and applicants.

Portugal has reported 5,170 Covid-19 cases and has unfortunately faced 100 deaths. Health authorities, however, expect that cases will peak at the end of May.
