Planning a shopping spree in Japan next year? There’s an important rule change that you need to know. From November 1, 2026, Japan will implement a new tax-free shopping system for international tourists. Instead of getting a tax exemption at the time of purchase, tourists will have to pay the full amount in advance and claim their refund before leaving the country after customs verification. Here’s everything you need to know.

Japan Releases New Tax-Free Shopping Rules For International Tourists

As per a report by News18, under the existing system, international tourists can shop tax-free at enrolled stores by simply showing their passports. However, from November 1, 2026, the whole procedure will change. At the time of purchase, travellers will first pay the full price, including Japan’s consumption tax. Before going out of the country, they must complete customs verification, after which eligible tax refunds will be handled. The move is intended to improve customs checks and make the refund process more transparent.

To qualify for a tax refund, tourists must spend at least 5,000 yen (approximately ₹2,967) at the same store on the same day. The purchased items must be taken out of Japan, and travellers must carry the items with them when departing the country.

Japan has also eliminated the requirement for special sealed packaging on consumable items such as food, beverages and cosmetics. However, if these goods are opened or consumed while still in Japan, they will no longer qualify for a tax refund.

Here’s How To Get A Refund Before Leaving Japan

Tourists must complete customs verification within 90 days of making their purchases. At selected international airports, the process starts by scanning your passport at a particular tax-free terminal.

The system will effortlessly verify your purchases. A green notification means your customs verification is complete, while a red notification requires you to submit your tax-free purchases to customs officers for inspection before the refund is approved.

The new system will be available at major airports, including Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose and Naha. Travellers can also submit their customs forms online through the Visit Japan Web before heading to the airport.

While Japan’s tax-free buying benefit remains in place, travellers should be prepared to pay the full amount upfront and complete the refund process before flying home.
