All Gulf Cooperation Council (GCC) residents possessing tourist visas to the kingdom are now eligible to apply for permits to conduct Umrah and go to the Rawdah Sharif at the Prophet’s Mosque in Madinah.
GCC Residents Can Apply Umrah Visa Online

The maqam portal allows the Umrah pilgrims who travel outside of Saudi Arabia to select the services plan.

What Is Eatmarna Application?
The Ministry of Hajj and Umrah launched the Eatmarna application to allow those desiring to accomplish Umrah. Also, it allows an individual to seek grants of approval to enter the Two Holy Mosques. Who Are Eligible To Apply?
The ministry also unveiled new rules that permit GCC nationals to apply for an e-visa and citizens of the UK, US, and EU to apply for a visa upon arriving. But for this case, the traveller must have visited at least once the country that conferred the visa.
Holders of a GCC residency permit can enter the Kingdom on an e-tourist visa. But the residency permit must be valid for a minimum of three months. This also holds for local helpers who are travelling on sponsorship and dependents of first-class visa holders.
